On December 12, 2024, City Council approved amendments to the Winnipeg Zoning By-law to allow residential development 'as of right' on select malls and corridor sites with the Malls and Corridors Planned Development Overlay (PDO).
These zoning changes go into effect January 31, 2025. Developers, Land Owners and /or their Consultants will be able to submit applications to build multi-family residential developments on select malls and corridor sites.
Development will be able to proceed without the need for a public hearing provided the project follows specific design and development standards as detailed within the PDO.
The requirement to obtain development permits and appropriate building permits prior to construction still remains.
With support from the Housing Accelerator Fund (HAF), the City of Winnipeg continues to modernize zoning regulations by permitting increases in residential density near major transit and transportation routes as well as providing incentives for the construction of more housing options.
