Construction Industry Minimum Wage Act Update

In a recent letter to William Gardner, Chair of the Manitoba Employers Council; Minister of Labour and Immigration; Honourable Malaya Marcelino communicated government’s intent to review and update the minimum wage rate schedule. Minister Marcelino requested Mr. Gardner submit six employer nominations for appointment to an industry review panel. The Minister highlighted the importance of ensuring “the diversity of the construction industry is represented”.

The MCAM and ECAM Executive Committees held a joint meeting, Friday, May 14th to review the process utilized in the 2021 update, consider additional background material and determine a path forward in justly representing the diversity of association membership. Committee members participated in an open discussion clarifying the role of the Wage Schedule and the impact changes have on the various sectors.

With a unanimous vote, the committee nominated Shawn Henry of WESCAN to represent both MCAM and ECAM on the prospective review panel. WESCAN runs both mechanical and electrical divisions, employs both union and non-union skilled tradespeople and works across the spectrum of the ICI sectors. MCAM forwarded the nomination to Mr. Gardner and is optimistic of its’ acceptance.

In the event Shawn is appointed to the review panel, he will consult with a mechanical and electrical advisory committee in preparation for and following each meeting. The review panel represents rural, urban, union and non-union contractors working as constructors and service providers in the ICI sectors. The last set increase in the wage schedule came into effect April 1, 2024. Industry raised the ongoing maintenance of the wage schedule as an industry priority during the 2023 provincial election, in meetings with the Minister and most recently in a letter to the Minister.
